The Senior Project Engineer position is a limited term position (2 year minimum depending on available funding) reports to the Director of Construction and Facilities and provides engineering and construction management support on publicly funded commuter rail projects. Assist in development and review of design and engineering documents pertaining to railroad and station construction projects. Functions as project manager for multiple projects. Apply engineering principles and practices to insure that facilities are designed, constructed, renovated and maintained in a safe, cost effective and timely manner. Provides coordination of design activities performed by consultants.

The Senior Project Engineer's responsibilities are as follows:
Project manager responsible for analysis, design, cost estimates, and scheduling of rail construction projects. May also work on parking expansion projects, maintenance yard expansions and commuter station projects.
As the lead project manager, monitor, direct and control activities of engineering consultants and construction contractors.
Assist in development and implement quality assurance plan and field inspections on assigned projects.
Develop scope of services for contractors and consultants for assigned projects.
Perform reviews of design and engineering drawings and specifications required for construction projects.
Perform feasibility studies and condition assessments.
Provide overall project control for projects ranging in value from $2-$50 million.
Adhere to budget, scope and schedule on multiple projects.
The Senior Project Engineer's requirements are as follows:
Ability to guide, manage and work with consultants performing design and construction inspection services.
Good organizational skills and ability to work independently as well as a member of the project team as required.
Ability to conduct design review of drawings and specifications and perform analysis of project cost estimates and schedules.
Ability to perform engineering analysis, design, drafting, and technical report writing.
Capable of performing as construction manager on multiple construction projects.
Familiar with FRA, AREMA, and VDOT standards and applicable building codes and environmental regulations preferred.
The Senior Project Engineer's Education and Experience:
Minimum of a Bachelor’s degree in Civil Engineering or Construction Management. Advanced degree preferred.
A minimum of 5 years of design and/or construction management experience in railroad and/or transit civil engineering, with emphasis on track, bridge, and/or facilities.
Ability to utilize computer aided design software a plus.
Experience in developing project scope and request for proposal/bid.
Must possess experience in cost estimating, project budgeting and schedule control.
Must be professional and have good communications skills.
