The Project Engineer position reports to the Director of Construction and Facilities and provides engineering and construction management support on publicly funded commuter rail projects. Assist in development and review of design and engineering documents pertaining to construction and facility projects. Functions as project manager for designated projects. Apply engineering principles and practices to insure that facilities are designed, constructed, renovated and maintained in a safe, cost effective and timely manner. Assist in coordination of design activities performed by outside consultants.

The Project Engineer's responsibilities are as follows:
Responsible for analysis, design, cost estimates, and schedules for commuter rail construction projects such as: parking lots, parking garages, rail projects, maintenance yard expansions and buildings and commuter stations.
As project manager, monitor, direct and control activities of engineering consultants and construction contractors.
Assist in development and implement quality assurance plan and field inspections on assigned projects.
Develop scope of services for contractors and consultants for assigned projects.
Perform reviews of design and engineering drawings and specifications required for construction projects.
Perform feasibility studies and condition assessments.
Provide overall project control to adhere to budgets, scope and schedule.
The Project Engineer's requirements are as follows:
Ability to guide, manage and work with consultants performing design and construction inspection services.
Good organizational skills and ability to work independently as well as a member of the project team as required.
Ability to conduct design review of drawings and specifications and perform analysis of project cost estimates and schedules.
Ability to perform engineering analysis, design, drafting, and technical report writing. Capable of acting as Construction Manager on multiple construction projects.
Experience in both public and private sector strongly preferred.
Familiar with FTA, FRA and VDOT standards and applicable building codes preferred.
The Project Engineer's Education and Experience:
Minimum of a Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Architectural Engineering or Construction Management. Advanced degree preferred.
A minimum of 4 years hands on design and/or construction management experience in railroad and/or transit civil engineering, with emphasis on track, bridge, and/or facilities.
PE preferred but not required.
Ability to utilize computer aided design software a plus.
Experience in developing project scope and request for proposal/bid.
Must possess experience in cost estimating, project budgeting and schedule control.
