We are Searching for a Chief Financial Officer (CFO) with Heavy Real Estate Background!
The successful candidate will be a well rounded executive with 8-10 years related experience in the construction and real estate industry. The individual will have a track record of growth in the pervious positions, ability to solve problems, manage people and devise systems and processes necessary to manage a growing book of business. Strong written and verbal skills will be required to present, negotiate and document job requirements. Knowledge of Timberline or similar construction software and the Microsoft suite software will be necessary for the successful candidate.
The CFO participates in and manages the development / construction cost control and reporting function within the Real Estate Division. Leads and coordinates field and financial due diligence for new acquisitions. The CFO provides senior management with timely and accurate financial information to ensure effective control of the projects and sound financial decisions. Responsible for project finance controls including: maintaining and reporting cost information, tracking budgets, variance analysis, review of projections and identifying cost saving in an effort to effectively manage project and cost risks. Hebrew language skills and Israeli stock market experience a plus.

The Qualifications of the CFO are as Follows:
The candidate will have a Bachelor’s degree in BS/BA in Accounting and CPA Certification required.
8-10 years related experience in the construction and real estate industry.
Experience handling Billions of dollars in business.
The Duties and Responsibilities of the CFO are as Follows:
Manages construction / development cost control and reporting function.
Understands construction risk and identifies potential “red flags”.
Must have high attention to detail while working under pressure.
Directs the department financial reporting and review process.
Provides accounting guidance and support for the Division.
Provide support to the Corporate Controller’s Department and operating units.
Provides suggestions to enhance internal controls and stream Line processes in the accounting department.
Reviews, investigates, and corrects errors and inconsistencies in the financial entices, documents and reports.
Reads and understands construction contracts, escrow statements, construction budgets and craws,
Brings issues and concerns to management’s attention on a timely basis.
Monitors the construction activities at all new developments.
Responsible for assisting the president on special projects.
Involved with construction/development personal at the very beginning of a project to achieve maximum benefit.
Participate in construction / development meetings.
Follows a “hands on” work style.
Deliverers work that is complete, technically accurate, and on time.
Additional Responsibilities
Acquisitions:
Provides due diligence support in acquisition activity.
Coordinates and oversees operational (physical inspection) and financial due diligence process of the company’s acquisition efforts.
Participates in closing the purchases of properties and assists in resolving any outstanding issues prior to closing.
Manages and completes well thought-out and well documented property reviews within designated time frames.
Assists in post- acquisition integration activates.
Cost Monitoring/ Control:
Develops process to establish and maintain standard costing systems.
Works with the cooperate accounting department to maintain standard accounts and methodology for recording expenditures.
Assists in preparing budgets for new project developments or expansions.
Establishes cost reporting for a job early at the due diligence stage.
Compares estimated costs submitted by bidders to historical costs recorded in Expedition Company’s data base.
Reports and discuses with appropriate personal cost overruns or changes in project scope.
Reviews contract bills to actual payments.
Prepares variance summary reports of budget to actual.
Reviews invoices for proper coding and approvals.
Reviews draws for ongoing construction projects.
Participates in the process of investigating the qualifications of prospective bidders based on the financial ability, business processes and creditworthiness.
Identifies improvement opportunities related to construction and development costs.
Documents and supports significant overruns.
Set-up and review cost collection categories and ensure that they provide an adequate basis to monitor progress.
Inform staff of any new policies relating to job costing and reporting.
Performs site visits as considered necessary for new acquisitions and development projects.
Reporting:
Responsible for preparing weekly, monthly, quarterly and annual reports.
Responsible for US GAAP and tax basis financial reporting; must have knowledge of current GAAP and have ability to draft / review GAAP based financial statements, including footnotes.
Preparation of financial forecast of development and construction projects.
Provide on going support to the accounting group and interface with key accounting personal to ensure that the reporting between the real estate division, and accounting group is in alignment.
Contract Compliance:
Reviews contracts and oversees progress payment function. Perform detail review as necessary. Streamline the process so that the payment cycle is functioning effectively and efficiently.
Reviews and monitors progress billing disbursements activity to contracts and vendors and ensures that the work was actually performed and materials received as contracted.
Reviews change-orders for appropriate approvals, pricing, supporting, and documentation prior to payment.
Ensures that mechanics liens are cleared prior to payment for the work lobar and materials is made. Ensures that lien procedures are followed in accordance with each state’s lien law statues.
Reviews schedules of values furnished by contractors reflecting the portions of the correct sum allocated to the various portions of the work and used as a basis for reviewing the contractor’s application of payment.
Handles contractor’s calls and disputes when necessary.
Post Construction:
Participates in the contract closeout phase by reviewing final lien waivers, final accounting, settling the account and project evaluation.
Conducts post construction projects audits of Corp records and inspects the books and records of contractors.
Ensures that a contractor has not overcharged or increased their overall profits or their state of saving as a result of providing less then the contracted scope of work.
Interacts with Project Managers to validate billings and forecasts.
Monitor contingency amounts.
Ensures that retentions are paid when appropriate.
Ensure that the process of monitoring bonds is effective and efficient.
Ensures that processes are in place enforcing our insurance coverage requirements on contractors.
Ensures that duplicate or over payments never occur.
Timberline:
Overall responsibility for developing and maintaining the project management database.
Maintains/reviews accounts cost and budget data for all jobs in Timberline.
Ensures controls are in place in Timberline so that expenditures never exceed contract amounts.
Reviews monthly reconciliation to the general ledger.
Audits processes to maintain accuracy of inputs in Expedition.
Creates custom reports on Timberline, or directs preparation.
Ensures that coding system is standards in –AIA format- for all jobs.
Answers questions on entity and account coding of development and construction costs.
Trains staff on Timberline for the most efficient way to review and process information.
Compare Cost Centers:
Reviews and reports on corporate cost center spending on a monthly basis.
Prepares the months-end P&L review of all cost centers within RE Development Division.
Compile consolidated budget.
Process Improvement:
Analyzes processes and procedures to determine if they are achieving the desired management objective(s), are efficient, have effective internal controls and are functioning as designed. Make recommendations and implement process improvements.
Participates in development of policies and procedures to be used. Contributes to improved operations of the group.
Supervisory Responsibilities:
Manage six-ton subsidiaries including the Construction Controller, project accountants, accounts payable clerk, bookkeeper and real estate analyst.
Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include; interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
